Can't delete certain files

I have been trying to delete a couple of files on my hard drives, but every
time I try to delete them, I recieve an error that contains the following
message:

Cannot delete HbHostIE: Access is denied.
Make sure the disk is not full or write-protected
and that the file is not currently in use.
------------------------------------------------
The file was installed as part of Hotbar, an accessory from the Internet for
IE that caused me some problems. I tried to uninstall it from the Add/Remove
Programs, but it wouldn't work, so I had to remove the files manually. IE
was not currently running, so I doubt the file was in use. Because I was
logged in as Administrator I don't know how I could be denied access. I also
tried deleting them using the command prompt, but was still denied access.
What can I do to get rid of these files?
