XP restarts rather than shutting down?

Hi

Currently, my PC will not shut down unless I pull the
plug on it.

When I choose the option in Windows to shut down, it does
the normal and appears to shut down, only for it to then
restart after about 5 seconds or so.

This didn't happen a couple of days ago, although I have
had to re-install WinXP from a fresh re-format of my C
drive.

Any ideas what the problem is?
