use of f12 key

i am trying to setup a 'hotkey' and wanted to use f12 as it isnt a key that
is currently programmed for a function. however, the software isnt letting
me do it. a quick 'google' on the web shows a few comments about it being
'reserved'. can i 'unreserve' it, perhaps by editing the registry?
if it isnt being used by anything why the problem?

ps. btw for the MVSP i have tried several times submitting this for
assistance over the last 2 days and it continually fails, perhaps you can
advise MS corp there seems to be a problem.
