This behavior occurs because a Limited User does not have the necessary permissions
for adjusting power management settings.

For a stand-alone computer:

- If you do not want to allow member of the Users group permission to configure
Power Options on a permanent basis:

Log on as the Administrator (or a user in the Administrators group). For the member
of the Users group in question temporarily "Change the account type" to
Administrator. For more information search Help and Support for the words in
double-quotes. Log on as the user in question and configure the Power Options as
desired. Reverse the procedure and change the account type back to Limited.

- If you want to allow the member of the Users group permission to configure Power
Options on a permanent basis:

- Log on as the Administrator (or a user in the Administrators group). Run
regedit.exe. Navigate to the registry key given below. On the Edit menu, click
Permissions. Select "Users" and assign Full Control permission

HKEY_LOCAL_MACHINE\SOFTWARE\Microsoft\Windows\Current Version\Controls
Folder\PowerCfg
