The System process can be consumed by many things. It could be there is an
application and/or other process that is dependent on the system that is
leaking memory (why you see the memory count so high). It could be a bad
device driver or something with the .NET framework.

When you first boot the system, does it immediately go to 50-75% and 220K of
usage or is it something that builds over time? If it is immediate, that
points to something loading up (device driver, .NET framework). It if
builds over time, it is likely an application or other process causing the
problem.
