Yes, that's true of a retail version, but not an OEM version.

Yes, you can sell an OEM version only if you sell it along with
the machine it's been installed on.

Only *some* OEM versions are BIOS-locked to particular machines.
There also exist generic OEM versions for which that isn't true.
However the licensing rules for both types are the same: the
license ties it permanently to the first machine it's installed
on, and it can never be moved to another.
