As you say Registry Cleaners can cause all kinds of problems - including a non-bootable system - if they are not configured properly. There 'may be' one exception when the Registry needs to be cut down in size. The XP registry is dynamic, so uses up as much disk space as it wants to. On a small XP partition this 'could' be a problem - a Registry Cleaner in that circumstance may be useful. Having said that there is Registry edit that can limit the amount of disk space used by the Registry itself.
