Well I managed to find what was causing my problem THIS time. After
reinstalling XP and finding out the problem was still there!

I have the Kerio Personal Firewall running and a little while ago I
decided to turn on "enable system security module" to see what it did.
Then forgot about it!

Gawd. Now I still have a lot of stuff to reinstall-
