Use CTRL and ALT keys to do what you need.

While dragging press the CRTL key to make a copy (you should see a plus icon
below the mouse pointer).
Use the ALT key to make a shortcut to the original file/folder (you should
see an arrow icon below the mose pointer).
If you see no icon below your pointer while dragging then Windows will make
a move deleting the original file/folder.

Release mouse button before realeasing keys to make it work.
