The router and your computer are busy ... but not working that hard ...
being ready for when you will do something on the network. This is
normal.
As long as the is an operational network (and it is between the router
and your PC), the network be operating.
There are articles on web and books you can read on how Ethernets work
if you wish to pursue the details of this protocol.
