I had that very same problem with one of my computers and I later found out that I had a problem with my hardware or my Hard Drive failed

I turn on my computer, it seems like its starting fine.
Then it goes to a screen which gives me the choices to
start in safe mode, or start at a previous spot before I
had problems, etc. No matter what I choose, it begins to
restart and defaults back to the screen. Any ideas? Any
     help would be appreciated
