won't open program

I wan't to open a program but widows says that it needs to know what wrote the program. It gives me two options, either to use the web (I have cable modem) or to choose a program to run it off of. When i chose to use the web it got on the internet but it didn't find the site it was looking for. i rebooted my computer but it still didn't work. This has happened to me before and when i tried to run it off a another program onece i chose a program to use i couldn't switch.
