Filter Keys "bug" in XP

In both Windows 2000 and Windows XP if you hold down the right shift key
for 8 seconds a Filter Keys box pops up allowing you to enable, cancel
or change settings for Filter Keys which is an accessibility option to
ignore short key-strokes for x.x seconds (configurable).
In Windows 2000 the default choice (by pressing Enter) is Cancel, but in
XP the default is OK. This has resulted in Filter Keys being
accidentally turned on in some elementary and middle school labs runnng
XP which makes it appear as though the keyboard is malfunctioning when
typing normally. To fix it go to Start, Settings, Control Panel,
Accessibility Options, Accessibility Options (again), and uncheck all
the options check marked.
Is there a registry setting to disable this entire function of holding
down the shift key for 8 seconds completely?
Thanks once again to Micro$oft for deciding what we are supposed to want
and especially for burying settings in XP halway to China.
