I figured I'd post the resolution to the problem.

The problem with not being able to access the files was indeed due to a permissions/ownership situation. Running the Network Setup Wizard effectively actived the "Use Simple File Sharing" in XP Pro. When Simple File Sharing is used, XP doesn't show the Tab for SECURITY, and hence no setting of owership rights. Once this was figured out and Simple File Sharing was turned off, then it was just a matter of assigning rights to the Excel file directory to whatever users were needed.

All was fixed, all works.
