recycle bin trouble

there's something wrong with my recycle bin. i had some files in the
recycle bin, i r-clicked it, then clicked 'Empty Recycle Bin', got the
confirmation dialog, clicked 'Yes', heard the 'Empty Recycle Bin' sound
but the icon didn't change to the empty bin. I did the same again
('Empty Recycle Bin' menu item was not disabled), and got another
confirmation dialog asking if i'm sure i want to delete WINDOWS, i
clicked 'No'. when i opened recycle bin it was empty (even with
'ShowSuperHidden' turned on).

if i add some files to the recycle bin again, only those are present.
when i r-click recycle bin and click 'Empty Recycle Bin' only those
files are deleted leaving the bin empty, but the icon doesn't change and
the 'Empty Recycle Bin' menu item remains enabled, when i click it i get
the same dialog asking if i'm sure i want to delete WINDOWS.

to get back to normal i have to restart the computer, only this time
during the disk check i get a message it doesn't recognize the file
system (it's ntsf), although windows loads fine. then i have to restart
again, this time the error regarding the file system is gone and recycle
bin is back to normal.

until some time later when the same happens again.

what gives? my up-to-date copy of norton antivirus 2003 says i don't
have a virus. windows is up-to-date. i seldom download, and then only
from trusted sites, and in addition to being scanned locally by norton,
my isp's spam filter service scans all incoming email using mcafee
leaving the possibility of a virus a remote one.

i appreciate any help that will resolve this problem, or lead me closer
to a solution. please don't direct me to kelly's corner - been there
done that.
