It sounds like there is something wrong with your hardware, either the
video card or the monitor. Look at the connector on the monitor going
to the computer - are any pins bent? What changed between the time
things worked and the time they didn't? If the machine is under
warranty, you should call Dell tech support. Otherwise, repost here
with more details about your video card, when the problem occurred,
etc.
