That will be present if

You upgraded from 98 or ME (but not NT or 2000)
and
You took up the offer to save system files of the old system
and
You have not since converted any hard drive partition to NTFS

Otherwise you have to clean the drive off (probably from a Win98/ME
start up floppy using FDISK to 'delete non-DOS partition' if you
converted to NTFS, and certainly with FORMAT C:
