I finally solved this problem. When I was using WinXP Home I first
encountered it after updating to SP1. Later on a WinXP Pro system I had the
same problem after updating to SP1 also. WinXP never gave me an error box
popup so I was clueless about how to fix it. None of the fixes for WinXP
Help that were current at http://www.kellys-korner-xp.com/xp_abc.htm were
able to fix it either.
Today I was using Easy CD Creator 6 and when I tried to use its Help I got
the following popup error box :
HTML Help ActiveX Control
You need a newer version of HHCTRL.OCX to be able to read this file.
Ah-haaa! I was onto something. So I did a search in Windows Explorer for
Hhctrl.ocx and found that there were two instances of it stored on my HDD.
The version of it being used by the OS was dated 1997 and was found in
C:\Windows\system\32. But there was also another version dated 2002 found at
C:\Windows\ServicePackFiles\i386. So I did a copy and paste of the new
version to the (functional) location where the old version was, and not only
did the app's Help work, but so did the Help of WinXP.
I surmise that the install of SP1 often doesn't go completely, and unless
*all* of its revised files are successfully copied by its installation
program, then the system can be left in a crappy state that may be
functionally worse off than before the bad installation of SP1.
