The file is probably still locked into the program you used to download it.
IE: KaZaa, Warez P2P, whatever it is.
These are prorams you shouldn't have installed to begin with unless you like
adware, viruses, worm's and the likes.
Uninstall the program and you will be able to delete the file.

If it wasn't a P2P download then try rebooting and deleting immediately
after reboot.
