I do not have a w98 boot disk since the system was delivered with XP - i can check what i have with my older pc though..

i have tried all options including safe mode but it returns to the same screen every time - looks like it attempts to restart but fails. I do however get a message that a file is missing when i try the option to revert to the last known config; it is called WINDOWS\system32\config\SYSTEM. I have tried to copy this file from my laptop onto a floppy but the pc does not seem to react to neither the cd or the floppy drives.

     Have you tried getting the Windows 98 bootdisks,
     inserting them into your pc and rebooting? (Or just press
     the restart button on the tower/desktop) When the pc
     restarts you should have the option 'Fdisk' use this
     utility to format the drive,
     
     If not have you tried going into Safe mode with command
     prompt and doing a system restore again? Maybe that might
     work, If not at the option screen try using 'Last known
     good configuration' That should definately work, if not
     try going into safemode and fiddling around a little,
     check your msconfig to make sure theres nothing loading
     that shouldnt be, or even disable everything, And trying
     again?
