Restore disaster!!

Dont go out and buy a new pc or new hd,

Have you tried getting the Windows 98 bootdisks,
inserting them into your pc and rebooting? (Or just press
the restart button on the tower/desktop) When the pc
restarts you should have the option 'Fdisk' use this
utility to format the drive,

If not have you tried going into Safe mode with command
prompt and doing a system restore again? Maybe that might
work, If not at the option screen try using 'Last known
good configuration' That should definately work, if not
try going into safemode and fiddling around a little,
check your msconfig to make sure theres nothing loading
that shouldnt be, or even disable everything, And trying
again?
