If you remove them and then reboot in Safe Mode do they come back? I'm just
wondering if there's something loading on boot that's putting these back.
Running MSCONFIG is a good way to see what's loading when the system starts.
Are you a member of a domain where profiles may be in place? You can also
try deleting them directly from the C:\Documents and
Settings\<username>\Favorites folder to see if that works any better
(assuming that Windows XP is installed to your C: drive).
