Windows Intaller/System Configuration

I have two different problems:
1) Whenever I turn on my PC, the System Configuration
utility comes up (MSConfig). I cannot get it to go away.
Any suggestions?
2) When I try and install new software (or work with
existing) I get a "Windows Installer Service could not be
accessed. This can occur if you are running Windows in
Safe Mode or if the Windows Installer is not correctly
installed. Contact support personnel for assistance." As
far as I know, I am not running in safe mode.
Any suggestions?
