That's usually only in an oem setup. If you have a reatail version of xp
during install you are asked to password protect the hidden admin account
and then your asked to setup users for yourself. After this is done the
install continues / finishes.

Also note that many program and games will not run on a limited account.
They must be run on an account with admin rights or you have to use the run
as command. It is perfectly fine to use a user account with admin rights for
day to day activities. What you shouldn't do is use the hidden admin account
daily. No matter which way you like to set it up make sure you are
firewalled, patched, updated, and running anti-virus software.
