Two things: File access, Windows Explorer

I am using Windows XP Home:

1: Looking for Windows XP Home's file access control, the
best I could find was, "Drag this folder to the shared
folder". It not always practical to drag a folder, since
another program might expect it in a certain place. Also I
do not generally want to give folder access, just access to
one file. So how can you get down to file level access,
not just the folder level access? Or are you limited to
this in XP Home? It looks like XP Home, seriously needs a
better file access system.

2: I find that getting programs to use my browser of
choice is almost impossible. Although you can remove the
IE browser interface and set the default browser to
another, I find that programs with built-in internet access
go through Windows internet access. I would like programs
with this built-in access be forced to use my default
browser setting. Also, even with the IE browser removed,
the IE interfade is still available to other people. Just
type an address into the address bar, and you are accessing
the internet with Windows explorer, which is basicly IE. I
would like either to disable Windows Explorer access to the
internet, or at least if an address is entered in the
address bar it will use the default browser.
