Control Panel crashes

When I click on Control Panel it won't open. I get the
following error:

Windows Explorer has encountered a problem and needs to
close. We are sorry for the inconvenience.

When I click "view error info" it has the following info:

AppName: explorer.exe AppVer: 6.0.2600.0 ModName:
shlwapi.dll

ModVer: 6.0.2600.0 Offset: 00002742

I haven't changed anything that I can recall. I
reinstalled Windows XP Professional but it still does it.
Any help would be appreciated.
