Ok, here is another facet of this interesting problem.

The problem only occurs when I have the network cable plugged into the
computer. I can have the firewall blocking all internet activity and the
installs still don't work. I unplugged the network cable all together and
I've been able to install 2 apps that failed before.

How is that?
