XP sp1 restart problem

Hi All!
I have a cable modem, router and internet switch,
and PC powered by a UPS.

The problem is that the computer will go through POST,
load the OS, play the "startup music" and put up the desktop,
then it will blank the screen and start again.
It always starts the second time.

This does not happen every time I start the system.
It usually has a problem if I turned the power off to the UPS,
thereby turning off the cable modem and router,
or if it's the first time I start the system in several hours.

I looked at control panel-> adminitrative tools-> event viewer
and found this error message:

is this the cause, or the result, of my prblem, and any ideas on how to fix
it?
