Java + Monitor Issues

Whether I am on or off line, if I use Java web start or open a Java run applet, my monitor goes black. It does not turn off, it looks as if it has been coated with black. Therefore, I can not chat in a chat room that uses Java Applets.

The odd thing is, if I use my mouse, to grab a hold of an open window, and move that window around the desktop, the window acts like an eraser, removing the black from the monitor screen. If I clear off the black, and place another window over the last line which someone in the chat room has typed, the monitor does NOT go black! Unfortunately, when I stop moving the window around the desktop, or allow the chat room window to be the active window and not have it partially covered, the screen once again goes black.

I am the owner and only user on a non-networked home PC. I have full permissions, built the computer myself and installed all my own software.

I do keep every program, the OS, drivers, etc, updated. And I run my utilities frequently. I can find no error messages, no viruses or spy ware, and I have no other hard or software issues.

I am using Windows XP Home Ed's drivers for my monitor as they are newer than the drivers provided by Hitachi dating from 1999. I do not know if the 1999 drivers are compatible with Windows XP.

I had the Radeon 9700 Pro on this computer prior to the 9800 XT and did not have this problem. However, describing this in great detail to ATI, they report that they have no other reports of this problem from any other users. And they can offer me no solution.

I do have all settings in Internet Explorer 6.+ Java enabled in "Internet Options" same for Windows "Program Access and defaults." Everything is checked and enabled. Security is set to "Medium"

In Program Access and Defaults, Java is enabled.

I have tried using other browsers, such as Opera and Netscape, the results are the same.

Changing the monitor resolution/refresh rates does not change the problem.

Disabling Norton Scrip Blocking has no effect on this issue.

Trying older versions of Java also have no effect on this issue. Also, even if Java is uninstalled, and I open a Java applet such as in a chat room, the same condition occurs. Testing my Java installation on the Java site, shows that it is installed and functioning correctly. Java has no suggestions when written to.

ATI has no idea about what is causing this.

I built this computer myself so there is no manufacturer for me to go to and ask.

I am stumped. Any suggestions? (other than avoid sites that use Java).
