Uninstall and Install Palm software on Windows XP Pro

We have uninstalled Palm V 4.1 from XP Pro machine.
Cannot reinstall the software getting error:
1607 Unable to install installshield scripting runtime

I have searched the windows database for answers and can't
find any? Anyone have a suggestion on how to fix this
problem?
