In Windows Explorer, go to Tools, Folder Options, View and uncheck Use simple file sharing. If your hard drives are NTFS, you'll see the Security tab. If they're FAT32, you won't see the security tab, and the user access is not an issue, as FAT32 doesn't support the Security features.
You can add the IUSR_<machinename> account to the folder/file permissions from the Security tab.
