1) Yes. As long as you haven't made any substantial hardware changes, it should reactivate with no problems.
2) Yes. As long as you uninstall XP from the original machine, and then install it on the new one. If it won't activate over the internet, you'll be prompted to call. Explain the situation and they'll issue a new activation code.
