As suggested by the previous poster, check that your cabling is secure.
You meantioned updating your video drivers, but did you update the
video card drivers from Windows Update? This is always a bad idea. Try
rolling back the driver and/or reinstall the video driver from Nvidia's
site. If that doesn't bring you success, call Dell tech support and
have them replace the monitor. The operative word in your post is
"new", which means your equipment is under warranty. Don't wait,
because faulty hardware will not heal itself. ;-)
