One solution to systray tooltips behind taskbar problem

(I have never posted to this group before, but I trust this is
on-topic).
A number of people in this newsgroup have described the problem of
systray tooltips getting partially hidden behind the taskbar. I've had
the problem recently and a quick Usenet search uncovered no solutions.
(Apparently MS has been unable to reproduce the problem, so they have
been unable to resolve it.)
The oft-suggested method of locking and unlocking the taskbar doesn't
work.
As recently as last December it was still unresolved. (Cf. thread:

While I have not been able to reproduce it on command, I WAS able to
resolve the problem, at least on my system. Perhaps this will work for
others as well:
1. Open "Taskbar and Start Menu Properties" dialog. (Right-click on
Start button, select "Properties")
2. Select Taskbar tab.
3. After noting which features were selected, I UN-selected all of
them and clicked "Apply."
4. I then tested the systray and the tooltips were once again
appearing on top as desired.
5. Finally I re-selected the features in the Taskbar Properties window
that I had deselected in step 3.
(Of course, step 3 could probably be refined. If anyone attempts to
try this suggestion, perhaps you could try de-selecting each feature
one at a time and hopefully pinpoint the problem more specifically.)
