Activate 'Internet Options'

Why is that when I click on Internet Options, I'm getting a message like this...'This operation has been cancelled due to restriciton in effect on this computer. Please contact your system administrator. Till some months ago,I was able to work on Internet Options,but not any more.

Please help as soon as possible.
