Microsoft do supply the XP Service Pack 1A as a free CD - i recently got
four copies sent to me all for free.
I seem to remember that here in the UK we weren't originally offered the
free Service Pack CD - it was available in the US only i believe.
And i'm right - just had a look on the Microsoft site and on this page

Scroll down to Get Windows SP1a on CD.
Quote 'Customers in the United States and Canada can order the CD from this

The Windows Security Update CD is also available for free.
Quote 'The Windows Security Update CD will be shipped to you free of charge.
This CD includes Microsoft critical updates released through October 2003

I've ordered my copy and am now awaiting it's delivery.
So your best option would be to download the 125MB(?) Network Installation
and burn it to a cd.

And order your free Windows Security Update CD of course.
