problem with MSI

When I try to install anything (or uninstall for that matter) MSI fails to complete, when I check the event viewer it says "failed to connect to server" I checked its status in the services, and it is not disabled, and I tried microsofts unregister/re register commands in cmd, nothing has worked so far... any suggestions
