XP wont save settings

Have done two successive installs of XP and a problem
persists, i.e., user settings are not saved when system is
restarted. However, all SaveSettings and NoSaveSettings in
the registry are set properly, and install procedure
is "by the book."
  On each restart I get the message " windows cannot
create a local profile and is logging you on with a
temporary profile. The profile will be deleted when you
log off. This may be caused by incorrect file system
permissions or network problems."
  Currently using my Windows 98SE old reliable !
