1607:unable to install installshield scripting runtime

I am unable to install any new programs on my computer.
I keep getting this 1607 error and windows support tells
me it has something microsoft virtual machine, a program
I don't have. Has anybody else had the same problem and
does anybody know how to fix it? I'm going crazy
here.....I have installed programs before with out a
problem but have been unable to install since last
November......I don't remember changing or loading any
soft aroound that time......I'm clueless! Help!
