Thought I'd share this problem which I created for myself,
then solved :-(

While trying to use XP's backup to backup to my CD-R, I
tried adding the CD-R to the Removable Storage Media
library. Not only didn;t this work, it subsequently
prevented me from writing to any blank CD with the
CD-Writer Wizard. Each time I tried it said the blank disk
wasn't writable.

Removing the CD-R from the Removable Storage Media Library
(and also disabling the Removable Storage Manager service)
allowed me to write to blank CD-Rs again.
