Probable motherboard problem

I have that has an ASUS p4pe motherboard and I am having trouble with the
USB ports (6).
I have a Canon scanner that is USB 2 enabled but it is not recognised by the
computer at all. When I plug it in to any of the ports I get the error
message that says an unknown USB device has been detected. This scanner is
recognised on my other two computers, both of which have different
motherboards.
I recently had Broadband cable installed and find that the connection is
very flaky with constant drop outs, although there are times it will stay
connected for some hours, but these times are very rare. When there is a
drop-out I simply disconnect the USB cable and wait a few seconds then
re-connect it, this almost always works, but not every time.
As a consequence of my problems, which I feel are motherboard related, I am
about to purchase another one.
My question is can I change motherboards without reinstalling Windows XP. I
have all my system disks in caddies. I have various disks with different
operating systems installed.
Is it possible to change M/B's using existing caddies and operating systems
without having to install all my programs again.
Any advice would be greatly appreciated.
