Usually you cannot delete a file because it is either:
- in use by some program
- or security settings for that file doesn't allow you to access it

If you have checked that you have all file permissions, do this:
- open command prompt (cmd.exe)
- navigate where that file is
- use ren command to rename the file like :"ren spammer.dll spammer.dll.bak"
- now reboot

After reboot you can delete that renamed file. The trick is that you can
rename files in use from command prompt but not from explorer.
