Hello,
Thanks for the advice, however now the joy.cpl is not responding again,
even if I try to expand the file from the XP disk. Nothing seems to
work and the file seems to have reverted back to the orignal "broken"
file.
Sorry to keep asking, is there a solution. I'll keep trying the
expanding method in the mean time.

To return MSCONFIG to Normal Startup mode, we just need
to click on the "Normal Startup - load all device drivers and services"
Startup Selection on the General Tab in the MSCONFIG utility, and
then click Apply.
