The welfare state emerges or expands during a period of capitalist
development when the working class is highly mobilised and as such represent
a danger to the class of capitalists.
The capitalists in imperialist countries can afford to buy off the working
class by offering things like health care, minimum wage etc.
However once the threat of revolution has diminished - as it has post-1991,
the welfare state is scaled back. Hopefully the workers have the brains to
do something about it - as they've been doing in France and Britain lately
with nearly 5 million taking part in demonstrations. The largest strikes
and demonstrations in France since 1968, and the largest strikes in Britain
since 1926.
