allowing limited user to change ip adress

Hi Everybody,

I have two user accounts in my image, one admin , one local account. From
the MMC & group policy settings i have also added the local account to
''network operators group '' in MMC . In the user account , I can now display
ip from the control panel , network connections, LOcal Area Connections
window but the changes i made to the ip settings wants a reboot and Nothing
is changed after reboot. the user accounts boots up dhcp enabled again.
Everything is fine with admin account and doesnt want a rebbot for the
changed i made to the ip settings. What am i missing ? How can i allow the
local user to change ip settings without rebooting?
I have added the components ,group policy core and ''networking App.
Compatibility , security settings editor and administrations tools as well to
my image to be sure that i have everything from networking and management
side.
Thank you in advance
.
