You might be missing "Security Shell Extension" component from your image.
Try to add and register (with regsvr32) rshx32.dll library.

Hi everyone,

A coworker of mine is playing with creating an image of XPe. Once we were
up and running, we added an exe (from an admin account) for a small
application which a limited user was unable to run.

I though mabe I just have to give the user access to that exe using the
Administrator account. When I clicked "Add" in the properties of the
security tab for the exe, I got the error "Unable to display the user
selection dialog. Class not registered"

Is the image missing a component? Can it be fixed by adding some dll?
