The XP Pro was installed on a 20 GB hard drive. Then it wasn't complaining of
low virtual memory. It's when I install the small XPe image on the 1GB
compact flash that I get that complaint even though it goes on to install it
but has problems installing some DLLs. I will try booting with WinPE as Ethan
has suggested.

Installing XP Pro is going to require more the 1GB of storage space. If
there is a smaller XPe image available, run TAP.EXE on it. Just be aware
that you might not capture all the drivers more specifically the codecs for
meultimedia.
TA.EXE is possisble, but it doesn't capture everything required to boot an
image -
