ATI ALL IN WONDER TV 650 PRO card and graphedt

I have been trying just load the drivers for the ATI ATI ALL IN WONDER
TV 650 PRO
tv tuner card onto an existing XPe image using devcon for the above
device using the command:

DevCon UPDATENI atirioxp.inf "PCI\VEN_1002&DEV_4D51"

and then
DevCon status "PCI\VEN_1002"

reports the device as working.

I then run graphedt.exe and get a try to get get card tune well know
good channel
and the pc locks up.

note that i have done all this on the same machine using the same
drivers and have
been able to tune a telvision station.

any ideas on a setup of diagnositic steps i could take to get more
information
about why this driver isnt working correctly?
