I'm using the same board, and IRQ for COM3 and COM4 got correctly set to 10
and 11.
I have seen this behavior when the wrong device drivers for chipset were
used.
I have componentized those that I use, because at that time no one was
available in SP1.
So the board related component found by CD when you import PMQ are not
optimal.
Now correct components should be available in FP2007.
Install it and do a new board related component in CD importing its PMQ file
with the new database.

We are using a DFI G5M100 motherboard with 4 on-board serial ports. The
BIOS
default settings for the ports are:
COM1 3F8,4
COM2 2F8,3
COM3 3E8,10
COM4 2E8,11
When I install XP Pro these ports show up the same in Device Manager and
work fine with no conflicts.
When I install XPE they show up but all as IRQ 3. Of course they do not
work with this configuration. I have have tried to manually set he IRQs
in
Windows but 10 and 11 are already taken by other devices.
It appears that FBA does not give the same priority to setting IRQs to
serial ports and the XP Pro installer.
I have also tried sharing IRQ4 between COM1 and COM3 as well as IRQ3
between
COM2 and COM4 with no success.
Any help appreciated.
