XPe License Nightmare

Tech-Archive recommends: Repair Windows Errors & Optimize Windows Performance

We have purchased the development tools for XPe from a particular
distributor that I am not going to mention names, not very
professional.

We spent quite some time creating an image, and now we are finally
ready to test 1 machine in a real enviroment to see how it acts and
reacts to our application.

I can't find for the life of me someone that will sell me 1 run-time
license. We are a large company, and potentially will purchase 100's
of licenses, but not even the company we bought the development tools
from will sell us 1 license.

I am in charge of the project, and I am about to give up and continue
using what we have been, without a run-time license I can prove the
concept, and don't want to install in a real customer.

Can anyone help?
